AJ, yeah , you are right, the health care system in China is crap. Usually your employer in China will provide health insurance for you, I had good coverage at my university last year, but some unis and colleges offer way less than adequate cover, I know a place in Suzhou that only offered 500RMB for a semester ( 6 months ), an utter joke!
I 'm not sure about in other industries outside of education in China,but the health insurance must must be good if you want to live in China doing any sort of work. I always take out my own private insurance for the first month when I am starting a new contract in China, on top of my employer provided insurance.
Many Chinese people are scared to get sick and go to hospital, not becuse of any real illness or pain, they are more worried about the financial pain they will suffer!
